Public Facilities Program

The Community Development Division funds a variety of Public Facilities that may be publicly owned or owned by a nonprofit, as to be open to the general public.  The uses of these grant funds are consistent with the Community Development Block Grant (CDBG) National Objectives including:

  • Stabilize and Improve Struggling Neighborhoods
  • Invest in Facilities and Services that Prevent and End Homelessness

Some examples of recently funded facilities:

Capital Improvement Program

The Community Development Division works to preserve neighborhoods by coordinating and funding capital improvements within five geographical target areas throughout Colorado Springs.  Projects include sidewalks, ADA curb ramps, pedestrian crossing signals, park and trail improvements, street lighting, and paving.

Ivywild Streetscape Improvements (2015)

The Capital Improvement Program (CIP) is funded by Community Development Block Grants (CDBG), providing direct, measurable benefits to disadvantaged neighborhoods.  Funds are used to make infrastructure improvements in residential areas. Improvements must be located in census tracts with a 51% or more low- and moderate-income population (see census tract map) or must remove barriers to mobility or accessibility for the elderly or disabled.

Commercial Façade and Frontage Improvement Grant (CFFIG)

The Community Development Division and the Colorado Springs Urban Renewal Authority (CSURA) have collaborated to authorize the Commercial Façade and Frontage Improvement Grant (CFFIG), which encourages commercial building owners in the Southeast Economic Opportunity Zone (SEEOZ) to invest in improvements along building façades and frontage spaces. This competitive program provides up to a 50% match to projects that are awarded. The pilot application period runs through September 14, 2018.
