The Community Development Division provides funding to local 501(c)(3) and 509(a) non-profit agencies for the provision of public services to low and moderate-income persons in the community. These activities are governed by the federal regulations for the Community Development Block Grant.
Community Development Block Grant (CDBG) funds are provided by the U.S. Department of Housing and Urban Development (HUD) in order to improve local communities by providing decent housing, improved infrastructure, public facilities and services, and improved economic opportunities. Federal law requires that these housing and community development grant funds primarily benefit low- and moderate-income persons; funds may also be used for activities that help prevent or eliminate slums or blight or for projects that meet urgent community needs.
The City of Colorado Springs Community Development Division is soliciting applications for 2022 Community Development Block Grant(CDBG) Public Services Funds. The division has approximately $500,000.00 of federal funds available for eligible public services in Colorado Springs. The minimum request amount is $25,000.00 and complete applications are due no later than midnight March 25, 2022.
Applicants should submit projects that meet the needs of the community and align with the 2022 Annual Action Plan’s priority needs to provide the following:
- Housing stability: Programs that serve households with vital services related to obtaining and keeping safe and stable housing. This includes but is not limited to: Housing counseling or navigation services, eviction prevention, and childcare, food access, aging in place strategies, etc.
- Whole Health and Family safety: Programs that serve household who have lost their income and seek to keep safe and stable housing. This includes but is not limited to : Rental housing subsidies, subsistence payments, and security deposits.
- Resilience: Programs that help individuals and families emerge from incidents of crisis stronger. This includes but is not limited to: Legal services, transportation services, and employment training.

All applications are reviewed by City staff to determine eligibility, completeness, and assess risk. After each application is reviewed by City staff, the application will be reviewed and ranked by an external review panel. Applications will be rated using a numerical scoring process that considers the project’s overall benefit to the community, agency experience, and cost reasonableness.

Non-profit and public agencies are invited to apply, provided the proposed improvements will be open to the general public and will primarily benefit low-income communities.
There is no limit to the number of applications that an agency may submit, but each project should be submitted as its own application. Applications selected for funding may receive less than the requested amount, depending on the number of applications received and the available funding. By applying, funding is not guaranteed to any agency or project.

Community Development Block Grant Funding:
The primary purpose of CDBG funds is to serve low-and-moderate income residents who reside within the city limits of Colorado Springs. Public Services funds aim to provide social services and/or other direct assistance to individuals or households. Examples of these eligible services include, but are not limited to: Senior services, programs that serve persons with disabilities, homeless services, educational and job training programs, public safety, substance abuse services, child care services, etc.
